From time to time you may notice that even when you are a Admin you have some new Scouts that you are not connected to.
If you are an Admin and need to reset / apply your Full Control permission to every Scout do the following:
Go to your Roster > Click on your name > Click on your Admin Role. From this page just check the Position Approved checkbox and press Update.
